SUMMARY: The Vice President of operations is responsible for strategic oversight of a portfolio of properties in a specific geographic region. This will be accomplished by providing tactical leadership to Regional property managers and or General Managers while maintaining a high level of financial acumen, market awareness, successful communication and implementation of corporate policies, programs and initiatives.  Great interpersonal skills needed to interact with all corporate support departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES includes the following.  Other duties may be assigned.

1.      Responsible for the overall operations of assigned properties

2.      Review monthly financial reports, prepare owner reports and attend asset management meetings

3.      Answer questions from owner, government agencies, financial institutions, auditors, accounting, staff, etc.

4.      Supervises all Regional Property Managers and or GMs in portfolio with indirect oversite of on-site staff, including hiring, training, supervision, and corrective measures.  Determines productivity standards of each staff member and tracks individual performance by monitoring common standards.

5.      Maintains awareness of market/industry conditions and trends via trade publications, professional organizations, etc. Regularly evaluates market conditions and comparable properties.

6.      Prepares and implements annual budget in coordination with owners and asset managers. Monitors the property budget on a daily basis in accordance with established goals; keeps expenses in line with the budget.

7.      Physically walks and inspects the interior and exterior of every community within his/her portfolio on a quarterly basis. Makes recommendations for physical repairs and/or replacements.

8.      Maintains positive customer service attitude. Attends to resident concerns on an as needed basis.

9.      Reviews leases, rules and regulations, contracts, licenses

10.  Reviews rent schedules, personnel files and resident files

11.  Reviews Delinquency Report, bank deposits, equipment inventory, inspections, etc. 

12.  Meets with staff individually and in group meetings to communicate information and company news, to ensure that directives and goals are mutually understood, and to receive feedback and discussion

13.  Assures that associates follow company policies and safety rules; complies with company policies for reporting incidents.

14.  Enforces safety standards and training for staff.

15.  Follows up as needed on all aspects of property management

16.  Negotiates contracts but not signing.

17.  Prepare for regulatory agency inspections

18.  Conducts all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to apartments.

15.  Ability to train and evaluate others. 

16.  Ability to manage Regional Property Managers

17.  Computer skills – Site Accounting Program, Word, Excel, etc. 

18.  Financially savvy – able to understand complex financial situations and forecast performance. Ability to read and understand Key Performance Indicator reports and take action to improve performance.

19.  Understanding of local, state and regulations, statutes, LIHTC/HOME/HUD/HQAS requirements and other compliance requirements.

20.  Self-motivated - needs limited supervision and is accountable for actions and decisions; however, is able to communicate important details.

21.  Multi-tasker – able to attend to many matters throughout the day and meet deadlines. Able to delegate tasks to others to accomplish goals

22.  Computer literacy/word processing skills, property management, Email and software skills required.

23.  Valid driver's license and a good driving record also required.

EDUCATION and/or EXPERIENCE:  A college degree or related ­coursework is preferred.
